STUDY VISIT TO SPAIN

Within the framework of the project “Path to Justice: Strengthening Human Rights through Torture Prevention and Penitentiary System Reform”, funded by the European Union, the Public Organization “World of Law” organized a study visit to Spain.

The visit was attended by the Commissioner for Human Rights in the Republic of Tajikistan, representatives of the Executive Office of the President of the Republic of Tajikistan, the Ministry of Foreign Affairs of the Republic of Tajikistan, the Director of the Public Organization “World of Law,” as well as a consultant from the Dutch foundation “Perspectivity.”

Meetings were held with representatives of the Ministry of Foreign Affairs of Spain, professors of CEU San Pablo University in Madrid, representatives of the Office of the Ombudsman of Spain, as well as professors from other higher education institutions.

During these meetings, the Tajik delegation presented ongoing legislative changes and institutional reforms aimed at strengthening and promoting human rights protection. Discussions focused on Tajikistan’s accession to the Optional Protocol to the Convention against Torture, the establishment of a National Preventive Mechanism, and the implementation of recommendations from UN treaty bodies.

In addition, an exchange of views took place on Tajikistan’s best practices, as the country is among the first in Central Asia to adopt important strategic documents such as the Law of the Republic of Tajikistan “On Equality and Elimination of All Forms of Discrimination” and the National Human Rights Strategy of the Republic of Tajikistan for the period up to 2038.

Representatives of Spain shared their experience and achievements in the reform of the human rights protection system, the penitentiary system, and international cooperation in the field of human rights.
