  • Compliance and Security: Tajik NGOs Receive New Tools to Operate in a Challenging Environment

Dushanbe, 23-24 September 2025 – A training session was held to strengthen the capacity of civil society organizations in the Republic of Tajikistan in the areas of compliance and organizational security. The programme aimed to provide knowledge and practical tools for effective management of risks related to abuse, corruption, and money laundering.

During the two-day training, participants were introduced to international compliance standards and explored risk management approaches. They also discussed threats related to fraud, corruption, and the financing of terrorism. The programme included group and plenary discussions on key challenges facing NGOs, FATF standards, and their impact on the operations of organizations in Tajikistan.

Special attention was given to self-regulation tools, examples of donor due diligence practices, and opportunities to apply international experience to enhance the resilience of non-governmental organizations.

“This capacity-building initiative is designed to equip civil society organizations in Tajikistan with the knowledge and practical tools necessary to navigate an increasingly complex regulatory environment—particularly in relation to risks of abuse associated with terrorism financing, corruption, and money laundering. The training aims to address widespread misunderstandings of international compliance requirements among non-profit organizations and seeks to strengthen organizational security by promoting the exchange of best practices and emphasizing the importance of effective cooperation and dialogue with a wide range of stakeholders,” emphasized international expert Diana Gapak-Hughes from the Dutch foundation “Perspectivity Challenge.”

The event brought together around 20 representatives of civil society organizations and human rights activists. The training was delivered by an international expert from the Dutch foundation “Perspectivity Challenge.”

The event was organized by the Public Organization “World of Law” in partnership with the Dutch foundation “Perspectivity Challenge” within the framework of the project “Path to Justice: Strengthening Human Rights through Torture Prevention and Penitentiary System  Reform”, funded by the European Union.
